My understanding is initially the AGS community was fairly hostile/against the idea of ScummVM integrating their engine. That pushed back a lot of support for that (you'll still see some people saying ScummVM should never support it for that reason alone). Eventually the AGS community seems to have come to [20:59] a consensus that they would allow AGS in but there was a debate on which version. I believe the work that's up on GitHub is from around that time but the developer moved on to different things.
